Bike RTO Transfer Cost — moving states

When you move from one state to another, you have ~12 months to re-register your bike with the new state's RTO. The bill includes a No-Objection Certificate (NOC) fee at your origin, the new state's road tax (paid fresh), and re-registration paperwork at the destination — minus a refund of the unused portion of your original road tax. Pick your states + the bike below for an estimate.

Process — what you actually do at the RTO

  1. Form 28 + NOC — visit your origin RTO, pay the NOC fee (~₹500), get a certificate that says "I have no objection to this bike being re-registered elsewhere."
  2. Pollution under control + insurance — both must be valid in the destination state.
  3. Move + re-register within 12 months — destination RTO accepts your old RC + NOC + Form 29/30 + your new state's address proof.
  4. Pay new road tax — the new state's full road tax becomes payable. This is by far the biggest line item.
  5. Apply for refund — back at your origin RTO, file the refund claim with your new state's RC. Takes 3-6 months typically.

Two things people miss

  • The 12-month deadline is enforced. Past it, the destination RTO can fine you (₹2,000-₹10,000) and refuse to register without a court order.
  • If your bike is on a loan, you also need an NOC from the financier — most banks charge ₹500-₹1,500 for it.
Common Questions

Frequently Asked Questions

How much does it cost to transfer a bike's registration to another state?
The total varies by state and bike ex-showroom price. Expect to pay the destination state's road tax (typically 6-14% of ex-showroom), a re-registration fee (₹300-₹600), a hypothecation/transfer fee (₹500-₹1,500 if on loan), plus an inspection charge (₹200-₹500). For a ₹1 lakh commuter, total is usually ₹8,000-₹16,000 depending on the new state.
Can I get a refund of the road tax I paid in the old state?
Yes — most states refund a pro-rata portion of road tax based on the unexpired years of the original 15-year registration. The refund must be claimed separately from the old state RTO after the new registration is complete, and typically takes 60-180 days. Some states (Karnataka, Maharashtra) are notoriously slow; others (Delhi, Tamil Nadu) refund within 90 days.
How long can I drive on the old registration in a new state?
Legally, 12 months from the date you start residing in the new state. Beyond that, you can be fined under the Motor Vehicles Act and your insurance may be invalidated in case of a claim. Many people get away with not transferring for years, but it becomes a problem when selling the bike, renewing insurance, or in any accident investigation.
What documents do I need for an inter-state RTO transfer?
NOC from your original RTO (Form 28), Form 27 (re-registration application), original RC, valid insurance, valid PUC, proof of new state address (rental agreement / Aadhaar with new address), PAN, two passport-size photos, and if the bike is on loan: NOC from the bank/financier. Total processing time is 30-60 days for NOC + 15-30 days for new registration.
Is RTO transfer mandatory or can I avoid it?
It is mandatory if you stay in the new state for more than 12 months. Practical risks of avoiding it: (1) traffic-stop fines starting at ₹5,000 plus repeat-offence penalties, (2) insurance claim rejection if your registered address does not match the accident state, (3) inability to sell the bike legally in the new state, (4) RTO seizure during major checks.
Why is the road tax different in each state?
Road tax is a state subject under the Indian constitution — each state sets its own rate based on bike type, engine cc, and ex-showroom price. Karnataka and Telangana are among the highest (12-18% for higher-cc bikes); Delhi, UP, and Punjab are the lowest (5-7%). This is why people often register premium bikes in lower-tax states (where they have a relative's address) to save lakhs.
